11  The Committee on Health and Human Services Appropriations
12  (Peaden) recommended the following amendment:
13  
14         Senate Amendment (with title amendment) 
15         Delete everything after the enacting clause
16  
17  and insert:  
18         Section 1.  Subsection (8) of section 429.52, Florida
19  Statutes, is amended, and subsections (9), (10), and (11) are
20  added to that section, to read:
21         429.52  Staff training and educational programs; core
22  educational requirement.--
23         (8)  The department shall adopt rules related to these
24  training requirements, the competency test, necessary
25  procedures, and competency test fees and shall adopt or
26  contract with another entity to develop a curriculum, which
27  shall be used as the minimum core training requirements. The
28  department shall consult with representatives of stakeholder
29  associations and agencies in the development of the
30  curriculum.

A person seeking to register as a trainer must 4 provide the department with proof of completion of the minimum 5 core training education requirements, successful passage of 6 the competency test established under this section, and proof 7 of compliance with the continuing education requirement in 8 subsection (4). 9 (10) A person seeking to register as a trainer must 10 also: 11 (a) Provide proof of completion of a 4-year degree 12 from an accredited college or university and must have worked 13 in a management position in an assisted living facility for 3 14 years after being core certified; 15 (b) Have worked in a management position in an 16 assisted living facility for 5 years after being core 17 certified and have 1 year of teaching experience as an 18 educator or staff trainer for persons who work in assisted 19 living facilities or other long-term care settings; 20 (c) Have been previously employed as a core trainer 21 for the department; or 22 (d) Meet other qualification criteria as defined in 23 rule, which the department is authorized to adopt. 24 (11) The department shall adopt rules to establish 25 trainer registration requirements. 26 Section 2. Separate licenses are not required for 3 separate buildings on the same premises. 4 (b) In the event a licensed center becomes wholly or 5 substantially unusable due to a disaster as defined in s. 6 252.34(1) or due to an emergency as defined in s. 252.34(3): 7 1. The licensee may continue to operate under its 8 current license in a premise or premises separate from that 9 authorized under the license if the licensee has: 10 a. Specified the location of the premise or premises 11 in its comprehensive emergency management plan submitted to 12 and approved by the applicable county emergency management 13 authority; and 14 b. Notified the agency and the county emergency 15 management authority within 24 hours of operating in the 16 separate premise or premises. 17 2. The licensee shall operate the separate premise or 18 premises only while the licensed center's original location is 19 substantially unusable and for no longer than 180 days. The 20 agency may extend use of the alternate premise or premises 21 beyond the initial 180 days. The agency may also review the 22 operation of the disaster premise or premises quarterly. 23 Section 3.
