17 insert:
18 Section 17. Section 334.351, Florida Statutes, is
19 amended to read:
20 334.351 Youth work experience program; findings and
21 intent; authority to contract; limitation.--
22 (1) The Legislature finds and declares that young men
23 and women of the state should be given an opportunity to
24 obtain public service work and training experience that
25 protects and conserves the valuable resources of the state and
26 promotes participation in other community enhancement
27 projects. Notwithstanding the requirements of chapters 287 and
28 337, the Department of Transportation is authorized to
29 contract with public agencies and nonprofit organizations for
30 the performance of work related to the construction and
31 maintenance of transportation-related facilities by youths

1 enrolled in youth work experience programs. The total amount
2 of contracts entered into by the department under this section
3 in any fiscal year may not exceed the amount specifically
4 appropriated by the Legislature for this program.
5 (2) Each nonprofit youth organization that provides
6 services under a contract with the department must certify
7 that each young person enrolled in its work experience program
8 is a resident of this state and possesses a valid Florida
9 driver's license or identification card.
10 (3) When selecting a nonprofit youth organization to
11 perform work on transportation-related facilities and before
12 awarding a contract under this section, the department must
13 consider the following criteria:
14 (a) The number of participants receiving
15 life-management skills training;
16 (b) The number of participants receiving high school
17 diplomas or GEDs;
18 (c) The number of participants receiving scholarships;
19 (d) The number of participants receiving bonuses;
20 (e) The number of participants who have secured
21 full-time jobs; and
22 (f) The other programs or services that support the
23 development of disadvantaged youths.
24 (4) Each nonprofit youth organization under contract
25 with the department must:
26 (a) Submit an annual report to the department by
27 January 1 of each year. The report must include, but need not
28 be limited to, the applicable performance of the organization
29 when measured by the criteria in subsection (3) for the
30 organization's most recently completed fiscal year.
31 (b) Submit an independent audit of the organization's

1 financial records to the department each year. The
2 organization's contract with the department must allow the
3 department the right to inspect the organization's financial
4 and program records.
5 (c) Demonstrate participation in a peer assessment or
6 review process, such as the Excellence in Corps Operations of
7 the National Association of Service and Conservation Corps.

17 amending s. 334.351, F.S.; requiring nonprofit
18 youth organizations that contract with the
19 Department of Transportation for the purpose of
20 operating youth work experience programs to
21 certify that the program participants are
22 residents of the state and possess valid
23 identification; specifying criteria for the
24 department to consider in awarding contracts to
25 such organizations; requiring that the
26 nonprofit youth organizations submit certain
27 reports and audits to the department and
28 demonstrate participation in a peer assessment
29 or review process;
