2 An act relating to state reserves; creating s.
3 258.166, F.S.; establishing the George
4 Kirkpatrick State Reserve; directing the Office
5 of Greenways and Trails of the Department of
6 Environmental Protection to develop
7 multipurpose recreational opportunities and
8 provide supervision of the area; requiring that
9 certain alterations of the reserve be approved
10 by general law; allowing public hunting;
11 authorizing the Division of State Lands to
12 acquire adjacent or contiguous property;
13 providing an effective date.

15 Be It Enacted by the Legislature of the State of Florida:
16
17 Section 1. Section 258.166, Florida Statutes, is
18 created to read:
19 258.166 George Kirkpatrick State Reserve designated.--
20 (1) There is designated and established a state
21 reserve to be known as the George Kirkpatrick State Reserve,
22 in Marion and Putnam Counties, which shall include all
23 state-owned lands within the floodplain of the Oklawaha River
24 and those hereafter acquired by the state from Eureka Dam in
25 Marion County to Buckman Lock in Putnam County. Those lands
26 are deemed and held to be a state reserve, under the
27 supervision of the Office of Greenways and Trails of the
28 Department of Environmental Protection. The office is charged
29 with the duty of providing for the development of multipurpose
30 recreational opportunities at this reserve and the care,
31 upkeep, maintenance, and beautification of the George

1 Kirkpatrick State Reserve, including all those dams, locks,
2 and other structures transferred by the Federal Government to
3 the state. Any action that would substantially alter the area
4 encompassing the reserve as the area existed on January 1,
5 2007, must be approved by general law. However, nothing in
6 this section precludes the Office of Greenways and Trails of
7 the Department of Environmental Protection from performing
8 necessary maintenance and improvements as required for the
9 continued operation of the dams, locks, or other structures
10 and facilities within the state reserve.
11 (2) Public hunting is allowed in the George
12 Kirkpatrick State Reserve as authorized by the Fish and
13 Wildlife Conservation Commission.
14 (3) The Division of State Lands of the Department of
15 Environmental Protection may acquire in the name of the Board
16 of Trustees of the Internal Improvement Trust Fund any
17 additional property adjacent to or contiguous with the George
18 Kirkpatrick State Reserve from private owners or from the
19 United States Government for improved management and
20 recreational opportunities.
21 Section 2. This act shall take effect July 1, 2007.
