11 The Committee on Governmental Operations (Wilson) recommended
12 the following amendment:

15 On page 36, line 4, after the period
16
17 insert: The rules shall also ensure that:
18 1. There are opportunities during a hearing for
19 current information to be presented regarding a person's
20 disabilities and needs;
21 2. Support coordinators, as well as persons with
22 disabilities and their parents, guardians, or authorized
23 representatives are notified simultaneously when an action
24 that can lead to a hearing is taken by the agency or its
25 contractors;
26 3. Decisions made at a hearing are based on the
27 medical necessity of a service; and
28 4. If a decision reached at a hearing or subsequent
29 appeal results in the continuation of a service at the current
30 level, such decision is binding until there has been a change
31 in the person's condition which necessitates a review of the
