1 A bill to be entitled
2 An act relating to specialty license plates;
3 amending s. 320.08056, F.S.; establishing
4 annual use fees for the Support Our Troops
5 license plate; authorizing placement of a
6 sponsoring organization's Internet domain name
7 on specialty license plates; requiring the
8 specialty license plate application form to
9 provide the applicant the option to instruct
10 the Department of Highway Safety and Motor
11 Vehicles to provide certain information to the
12 sponsoring organization; amending s. 320.08058,
13 F.S.; creating the Support Our Troops license
14 plate; requiring the use of certain images and
15 marks of Support Our Troops, Inc.; providing
16 that the right to use a certain mark is
17 reserved to that corporation; authorizing that
18 corporation to change the design of the Support
19 Our Troops license plate under certain
20 circumstances; providing that issuance of the
21 Support Our Troops license plate shall not be
22 discontinued if the number of registrations
23 falls below a certain number; providing for the
24 distribution of use fees received from the sale
25 of such plates to Support Our Troops, Inc.;
26 providing an effective date.

28 WHEREAS, to create a concrete statement of thanks to
29 our troops for their service, civilians stepped forward and
30 founded Support Our Troops, Inc., a national nonprofit

1 organization based in Florida and dedicated to permanently
2 assisting active duty troops and their families, and
3 WHEREAS, through a comprehensive program that enables
4 individuals to offer support through multiple charitable
5 methodologies, Support Our Troops, Inc., provides the means
6 through which individuals may take direct personal financial
7 responsibility for their troops and engage in direct financial
8 assistance for the troops and their families, and
9 WHEREAS, Support Our Troops, Inc., also provides the
10 means through which people may publicly display support for
11 their troops, and
12 WHEREAS, the Support Our Troops license plate will
13 serve these very important functions and will, by example,
14 encourage others to do the same, NOW, THEREFORE,
15
16 Be It Enacted by the Legislature of the State of Florida:
17
18 Section 1. Subsection (6) of section 320.08056,
19 Florida Statutes, is amended, paragraph (iii) is added to
20 subsection (4), and subsection (11) is added to that section,
21 to read:
22 320.08056 Specialty license plates.--
23 (4) The following license plate annual use fees shall
24 be collected for the appropriate specialty license plates:
25 (iii) Support Our Troops license plate, $25.
26 (6) Specialty license plates must bear the design
27 required by law for the appropriate specialty license plate,
28 and the designs and colors must conform to the department's
29 design specifications. In addition to a design, the specialty
30 license plates may bear the imprint of numerals from 1 to 999,
31 inclusive, capital letters "A" through "Z," or a combination

1 thereof. The department shall determine the maximum number of
2 characters, including both numerals and letters. All specialty
3 license plates must be otherwise of the same material and size
4 as standard license plates issued for any registration period.
5 A specialty license plate may bear an appropriate slogan,
6 emblem, or logo in a size and placement that conforms to the
7 department's design specifications. The sponsoring
8 organization's Internet domain name may appear on the plate.
9 (11) The application form for a specialty license
10 plate shall provide the applicant the option to instruct the
11 department to provide his or her name, address, and renewal
12 date to the sponsoring organization.
13 Section 2. Subsection (61) is added to section
14 320.08058, Florida Statutes, to read:
15 320.08058 Specialty license plates.--
16 (61) SUPPORT OUR TROOPS LICENSE PLATES.--
17 (a) The department shall develop a Support Our Troops
18 license plate as provided in this section. Support Our Troops
19 license plates must bear the colors and design approved by the
20 department and must contain the "Support Our Troops" mark of
21 Support Our Troops, Inc. The right to use the mark of an eagle
22 head upon a United States flag field as an emblem on a
23 specialty license plate is reserved to Support Our Troops,
24 Inc., and this emblem may be used alternatively. The word
25 "Florida" must appear on the plate and may be in approximately
26 85-point Mistral font, and the words "Support Our Troops" must
27 appear on the plate and may be in approximately 60-point
28 Vandijk font. Upon compliance with s. 320.08056(9), Support
29 Our Troops, Inc., may alternate the phrase at the bottom of
30 the plate to "Support Our Heroes" or "Salute Our Heroes." The
31 field of the plate may be colored.

1 (b) The license plate annual use fees shall be
2 distributed to Support Our Troops, Inc., to be used for the
3 benefit of Florida troops and their families in accordance
4 with its articles of incorporation. Support Our Troops, Inc.,
5 may retain all revenue from the annual use fees until all
6 startup costs for developing and establishing the plate have
7 been recovered. Thereafter, up to 25 percent of the annual use
8 fee revenue may be used for administrative costs and promotion
9 and marketing of the specialty license plate.
10 (c) Notwithstanding s. 320.08056, due to the special
11 nature of this plate, the department shall begin production
12 and distribution of the Support Our Troops specialty license
13 plate within 90 days after its approval by the Legislature.
14 Section 320.08056(8)(a) does not apply to the Support Our
15 Troops license plate. The Support Our Troops license plate
16 shall also be issued in similar design in a size appropriate
17 for motorcycles.
18 Section 3. This act shall take effect July 1, 2007.
