  1                      A bill to be entitled

  2         An act relating to the Lake County magnet high

  3         school project; providing for a pilot project

  4         that includes the formation of a magnet high

  5         school on the Lake Sumter Community College

  6         South Campus which would allow high school

  7         students to complete an Associate of Science or

  8         Associate of Arts degree; providing goals;

  9         providing for implementation for the

10         architectural design, initial construction, and

11         support of the magnet high school; providing an

12         appropriation; providing an effective date.

14  Be It Enacted by the Legislature of the State of Florida:

15  

16         Section 1.  (1)  The purpose of this section is to

17  enable the School Board of Lake County, the Lake Sumter

18  Community College, and hospitals in Lake County to implement a

19  pilot project that includes the formation of a magnet high

20  school that will focus on health-related professions on the

21  Lake Sumter Community College South Campus. This special high

22  school would allow Lake County students to pursue the

23  completion of an Associate of Science or an Associate of Arts

24  degree while they complete their high school education. This

25  pilot project will provide students an outstanding

26  career-technical option while at the same time providing

27  outstanding economic opportunity in the field of

28  health-related professions. The goals of this project are to:

29         (a)  Develop health-related majors for high school

30  students creating a seamless K-20 education experience.

 1         (b)  Help high school students earn college credit

 2  through dual enrollment in health-related and general

 3  education courses.

 4         (c)  Provide opportunities for degree and certificate

 5  programs in areas where critical shortages exist, thereby

 6  offering the greatest employment potential for students.

 7         (d)  Provide academic excellence in a small learning

 8  environment.

 9         (e)  Offer on-the-job experiences through business

10  partnership, internships, and job-shadowing opportunities.

11         (f)  Provide hands-on projects linking education to the

12  real world while incorporating current technological skills.

13         (g)  Provide a foundation for certifying teachers in

14  critical shortage areas and in the areas of math and science.

15         (h)  Assist students in recognizing their interests,

16  aptitudes, and abilities as they relate to adult roles in the

17  world of work.

18         (i)  Help students understand the broad scope of work

19  and career possibilities currently available in the areas of

20  health and science.

21         (j)  Ensure that career education will be thoroughly

22  blended into the school curriculum in order to promote

23  intellectual development and the acquisition of higher-level

24  thinking and problem-solving skills.

25         (k)  Assist in the development of the social skills,

26  personal values, and self-esteem of all students.

27         (l)  Work with the families of all students to support

28  their child's career aspirations.

29         (m)  Maximize the shared use of both the Lake Sumter

30  Community College and the magnet high school facilities.

 1         (n)  Strengthen the partnership between the Lake County

 2  schools and Lake Sumter Community College and promote solid

 3  coordination between the high school and college.

 4         (o)  Lighten the burden of overcrowding in Lake

 5  County's high-growth areas as well as offer all Lake County

 6  students immediate access to college facilities.

 7         (2)  Beginning in the 2007-2008 school year, the School

 8  Board of Lake County shall implement this pilot project for

 9  the architectural design, initial construction, and support of

10  this special high school, including the following:

11         (a)  Provide seed money for the implementation of the

12  magnet high school design.

13         (b)  Create a plan for sharing the pilot project with

14  districts around the state.

15         (c)  Provide a pilot project evaluation to the

16  President of the Senate and the Speaker of the House of

17  Representatives on the effectiveness of the project with

18  recommendations for assistance in how to best duplicate this

19  project in other partnerships with school districts and

20  community colleges throughout the state.

21         Section 2.  The sum of $250,000 is appropriated from

22  the General Revenue Fund for the 2007-2008 school year, which

23  shall be matched by the Lake County School Board, for the

24  purposes of paying expenses in establishing the pilot program

25  created in this act.

26         Section 3.  This act shall take effect July 1, 2007.
