12  (Dockery) recommended the following amendment:

14         Senate Amendment 
15         On page 59, lines 16-23, delete those lines
16  
17  and insert:  
18         (1)(2)  Every owner or operator of a solid waste
19  management facility landfill is jointly and severally liable
20  for the improper operation and closure of the facility
21  landfill, as provided by law. As used in this section the term
22  "owner or operator" means any owner of record of any interest
23  in land wherein a solid waste management facility is or has
24  been located; the permittee; the person or entity primarily in
25  charge of the operation of the facility; and any person or
26  entity that owns a majority interest in any other entity that
27  is the owner or operator of a solid waste management facility.
