13         Senate Amendment (with title amendment) 
14         On page 43, between lines 18 and 19,
15  
16  insert:  
17         Section 22.  Section 403.892, Florida Statutes, is
18  created to read:
19         403.892  Check-valve device.--An internal check-valve
20  device that prevents intentional or accidental backflow
21  contamination of the public water supply shall be installed in
22  each new or replacement fire hydrant in each county that has a
23  population in excess of 1,750,000 according to the 2000 United
24  States Census. Such device must not delay access to the water
25  supply for fire protection. Initial compliance will be
26  verified during routine code enforcement by the local
27  authority, not by the department. Any additional inspections
28  will occur as provided in s. 633.082.
