11  The Committee on Environmental Preservation and Conservation
12  (Dockery) recommended the following amendment:
13  
14         Senate Amendment (with title amendment) 
15         On page 34, between lines 25 and 26,
16  
17   insert:  
18         Section 6.  Present subsections (9) through (20) of
19  section 403.861, Florida Statutes, are redesignated as
20  subsections (10) through (21), respectively, and a new
21  subsection (9) is added to that section, to read:
22         403.861  Department; powers and duties.--The department
23  shall have the power and the duty to carry out the provisions
24  and purposes of this act and, for this purpose, to:
25         (9)  Require that an internal check-valve device that
26  prevents intentional or accidental backflow contamination of
27  the public water supply be installed in all new and
28  replacement fire hydrants. Such device must not delay access
29  to the water supply for fire protection.
