14 On page 13, lines 10-20, delete that line

16 and insert:
17 (d) If a state agency inspector general's reported
18 adverse findings regarding entities contracting with state
19 agencies and individuals substantially affected by the
20 findings, conclusions, and recommendations are determined to
21 be not substantially justified after an informal evidentiary
22 hearing by a hearing master selected by agreement of the state
23 agency and the the Chief Inspector General, the agency shall
24 reimburse reasonable legal fees and costs not to exceed
25 $50,000 specifically associated with filing and pursuing the
26 complaints, which are incurred by the entities contracting
27 with state agencies and individuals substantially affected by
28 the findings, conclusions, and recommendations.
29 (10)(8) Each agency inspector general shall, to the
