2An act relating to Indian gaming activities; designating
3the Governor as the official to negotiate tribal-state
4compacts; providing for ratification of tribal-state
5compacts by the Legislature; providing for submission of
6the tribal-state compact to the Legislature and Secretary
7of State; providing for submission of the tribal-state
8compact to the Secretary of the Interior; providing an
9effective date.

11Be It Enacted by the Legislature of the State of Florida:

13     Section 1.  (1)  The Governor is the designated state
14officer responsible for negotiating and executing, on behalf of
15the state, tribal-state gaming compacts with federally
16recognized Indian tribes located within the State of Florida
17pursuant to the federal Indian Gaming Regulatory Act of 1988, 18
18U.S.C. ss. 1166-1168, and 25 U.S.C. s. 2701 et seq., for the
19purpose of authorizing class III gaming, as defined in that act,
20on Indian lands within this state.
21     (2)  Any tribal-state compact relating to gaming activities
22which is entered into by an Indian tribe in this state and the
23Governor pursuant to subsection (1) must be conditioned upon
24ratification by the Legislature.
25     (3)  Following completion of negotiations, the Governor
26shall submit a copy of any executed tribal-state compact for
27ratification by a majority vote by both houses of the
28Legislature and shall submit a copy of the executed tribal-state
29compact to the Secretary of State pending receipt of an act
30ratifying the tribal-state compact under the provisions of this
31section.
32     (4)  Upon receipt of an act ratifying the tribal-state
33compact, the Secretary of State shall forward a copy of the
34executed tribal-state compact and the ratifying act to the
35United States Secretary of the Interior for his or her review
36and approval, in accordance with 25 U.S.C. s. 2710(8)(d).
37     Section 2.  This act shall take effect upon becoming a law.
