  1                         Senate Memorial

  2         A memorial to the Congress of the United

  3         States, urging Congress to enact legislation

  4         providing for comprehensive, affordable health

  5         care coverage for all Americans.

  6  

  7         WHEREAS, we believe health and health care are

  8  fundamental to the well-being and security of the American

  9  people, and

10         WHEREAS, it is estimated that 46.1 million nonelderly

11  Americans were without health coverage in 2005, 1.3 million

12  greater than the year before, and

13         WHEREAS, of the uninsured, it is estimated that 9

14  million are children, and

15         WHEREAS, most Americans under the age of 65 obtain

16  health insurance as an employer benefit, yet the percentage of

17  employers offering this coverage has declined from 69 percent

18  in 2000 to 61 percent in 2006, and

19         WHEREAS, 2007 has seen new initiatives from the states

20  to provide universal health care for their citizens and new

21  coalitions among businesses, unions, insurance companies, and

22  the health care industry calling for action to repair a broken

23  health care system, NOW, THEREFORE,

24  

25  Be It Resolved by the Legislature of the State of Florida:

26  

27         That the Legislature of the State of Florida urges the

28  Congress of the United States to enact legislation to provide

29  a plan for universal health care coverage that permits all

30  persons to obtain comprehensive, affordable health care

31  coverage.

 1         BE IT FURTHER RESOLVED that copies of this memorial be

 2  dispatched to the President of the United States, to the

 3  President of the United States Senate, to the Speaker of the

 4  United States House of Representatives, and to each member of

 5  the Florida delegation to the United States Congress.
