17 and insert:
18 (6) GRANT AWARDS.--The department shall award annual
19 grants, subject to specific appropriations by the Legislature.
20 The department shall award at least one grant to a coalition
21 representing urban counties and at least one grant to a
22 coalition representing rural counties. Priority of grant
23 awards shall be given to those coalitions representing
24 counties having an average nonwhite infant mortality rate at
25 least 1.75 times greater than the white infant mortality rate
26 between 2003 and 2005 and an average of at least 40 nonwhite
27 infant deaths between 2003 and 2005 for urban counties or an
28 average of at least 5 nonwhite infant deaths between 2003 and
29 2005 for rural counties.
30 (7) EVALUATIONS AND REPORTS.--The department shall
31 conduct an annual evaluation of the implementation of the

1 initiative describing which areas are participating in the
2 initiative, the number of reviews conducted by each
3 participating coalition, grant balances, and recommendations
4 for modifying the initiative. All participating coalitions
5 shall produce a report on their collective findings and
6 recommendations by January 1, 2010, to the Governor, the
7 President of the Senate, the Speaker of the House of
8 Representatives, and the Secretary of Health.
9 (8) IMMUNITY.--Each participating coalition, its case
10 review team members, and professional staff are immune from
11 liability pursuant to s. 766.101, Florida Statutes.
12 (9) RULEMAKING.--The department shall adopt rules,
13 pursuant to ss. 120.536(1) and 120.54, Florida Statutes,
14 necessary to implement this section.
15 (10) IMPLEMENTATION TIMELINE.--The department shall
16 administer grants in a manner that will allow each
17 participating coalition to begin reviewing cases no later than
18 January 1, 2008.
19 Section 2. The sum of $1 million in nonrecurring
20 revenue is appropriated from the General Revenue Fund to the
21 Department of Health for the 2007-2008 fiscal year to
22 implement the provisions of this act.
