11 The Committee on Regulated Industries (Geller) recommended the
12 following amendment to amendment (450244):

14 Senate Amendment (with directory and title amendments)
15 On page 3........., between lines 15 and 16....,

17 insert: (4) AUTHORITY OF DIVISION.--The Division of
18 Pari-mutuel Wagering of the Department of Business and
19 Professional Regulation shall administer this section and
20 regulate the operation of cardrooms under this section and the
21 rules adopted pursuant thereto, and is hereby authorized to:
22 (a)1. Adopt rules, including, but not limited to: the
23 issuance of cardroom and employee licenses for cardroom
24 operations; the operation of a cardroom; recordkeeping and
25 reporting requirements; and the collection of all fees and
26 taxes imposed by this section.
27 2. Adopt rules for the operation of high stakes poker
28 tournaments, including, but not limited to: maximum buy in
29 amounts, number of players, amount of betting units, and
30 payout scales.
31 (b) Conduct investigations and monitor the operation

1 of cardrooms and the playing of authorized games therein.
2 (c) Review the books, accounts, and records of any
3 current or former cardroom operator.
4 (d) Suspend or revoke any license or permit, after
5 hearing, for any violation of the provisions of this section
6 or the administrative rules adopted pursuant thereto.
7 (e) Take testimony, issue summons and subpoenas for
8 any witness, and issue subpoenas duces tecum in connection
9 with any matter within its jurisdiction.
10 (f) Monitor and ensure the proper collection of taxes
11 and fees imposed by this section. Permitholder internal
12 controls are mandated to ensure no compromise of state funds.
13 To that end, a roaming division auditor will monitor and
14 verify the cash flow and accounting of cardroom revenue for
15 any given operating day.
