14 On page 2, line 26, through page 3, line 23, delete

17 and insert:
18 (b) The organization's board of directors shall
19 establish procedures for the conduct of the program that, at a
20 minimum, shall provide for the following:
21 1. The organization shall select and enter into a
22 contract with a testing agency that will administer the
23 testing program. The laboratory utilized by the testing agency
24 to analyze specimens shall be accredited by the World
25 Anti-Doping Agency.
26 2. Each member school shall report to the organization
27 the names of all students who will represent the school in
28 football, baseball, and weightlifting. A student shall not be
29 eligible to participate in interscholastic athletics in any of
30 these sports in a member school until the student's name has
31 been reported to the organization by the school.

1 3. The organization shall provide to the testing
2 agency all names of students that are submitted by its member
3 schools. A maximum of 1 percent of the total number of
4 students who participate in football, baseball, and
5 weightlifting shall be randomly selected by the testing agency
6 to undergo testing.
7 4. The testing agency shall notify not fewer than 7
8 days in advance both the administration of a school and the
9 organization of the date on which its representatives will be
10 present at the school to collect a specimen from a randomly
11 selected student. However, the name of the student from which
12 a specimen is to be collected shall not be disclosed.
13 5. Records relating to drug tests under this
14 subsection and to the challenge and appeal proceedings under
15 paragraph (h) shall be maintained separately from a student's
16 educational records.
