18 Section 1. Section 14.2019, Florida Statutes, is
19 created to read:
20 14.2019 Statewide Office for Suicide Prevention.--
21 (1) The Statewide Office for Suicide Prevention is
22 created as a unit of the Office of Drug Control within the
23 Executive Office of the Governor.
24 (2) The statewide office shall, within available
25 resources:
26 (a) Develop a network of community-based programs to
27 improve suicide prevention initiatives. The network shall
28 identify and work to eliminate barriers to providing suicide
29 prevention services to individuals who are at risk of suicide.
30 The network shall consist of stakeholders advocating suicide
31 prevention, including, but not limited to, not-for-profit

1 suicide prevention organizations, faith-based suicide
2 prevention organizations, law enforcement agencies, first
3 responders to emergency calls, suicide prevention community
4 coalitions, schools and universities, mental health agencies,
5 substance abuse treatment agencies, health care providers, and
6 school personnel.
7 (b) Prepare and implement the statewide plan with
8 advice of the Suicide Prevention Coordinating Council.
9 (c) Increase public awareness concerning topics
10 relating to suicide prevention.
11 (d) Coordinate education and training curricula in
12 suicide prevention efforts for law enforcement personnel,
13 first responders to emergency calls, health care providers,
14 school employees, and other persons who may have contact with
15 persons at risk of suicide.
16 (3) Contingent upon a specific appropriation, the
17 director of the Office of Drug Control shall employ a
18 coordinator for the Statewide Office for Suicide Prevention
19 who shall work under the direction of the director to achieve
20 the goals and objectives set forth in this section.
21 (4) The Statewide Office for Suicide Prevention may
22 seek and accept grants or funds from any federal, state, or
23 local source to support the operation and defray the
24 authorized expenses of the office and the Suicide Prevention
25 Coordinating Council. Revenues from grants shall be deposited
26 in the Grants and Donations Trust Fund within the Executive
27 Office of the Governor. In accordance with s.
28 216.181(11),F.S., the Executive Office of the Governor may
29 request changes to the approved operating budget to allow the
30 expenditure of any additional grant funds collected pursuant
31 to this provision.

1 (5) Agencies under the control of the Governor or the
2 Governor and Cabinet are directed, and all others are
3 encouraged, to provide information and support to the
4 Statewide Office for Suicide Prevention as requested.
5 Section 2. Section 14.20195, Florida Statutes, is
6 created to read:
7 14.20195 Suicide Prevention Coordinating Council;
8 creation; membership; duties.--There is created within the
9 Statewide Office for Suicide Prevention a Suicide Prevention
10 Coordinating Council. The council shall develop strategies for
11 preventing suicide.
12 (1) SCOPE OF ACTIVITY.--The Suicide Prevention
13 Coordinating Council is a coordinating council as defined in
14 s. 20.03 and shall:
15 (a) Advise the Statewide Office for Suicide Prevention
16 regarding the development of a statewide plan for suicide
17 prevention, with the guiding principle being that suicide is a
18 preventable problem. The statewide plan must:
19 1. Align and provide direction for statewide suicide
20 prevention initiatives.
21 2. Establish partnerships with state and private
22 agencies for the purpose of promoting public awareness of
23 suicide prevention.
24 3. Address specific populations in this state who are
25 at risk for suicide.
26 4. Identify ways to improve access to crisis services
27 for individuals in acute situations.
28 5. Identify resources to support the implementation of
29 the statewide plan.
30 (b) Assemble an ad hoc advisory committee comprised of
31 members from outside the council, if necessary, in order for

1 the council to receive advice and assistance in carrying out
2 its responsibilities.
3 (c) Make findings and recommendations regarding
4 suicide prevention programs and activities. The council shall
5 prepare an annual report and present it to the Governor, the
6 President of the Senate, and the Speaker of the House of
7 Representatives by January 1, 2008, and each year thereafter.
8 The annual report must describe the status of existing and
9 planned initiatives identified in the statewide plan for
10 suicide prevention and any recommendations arising therefrom.
11 (2) MEMBERSHIP.--The Suicide Prevention Coordinating
12 Council shall consist of 28 voting members.
13 (a) Fourteen members shall be appointed by the
14 director of the Office of Drug Control and shall represent the
15 following organizations:
16 1. The Substance Abuse and Mental Health Corporation
17 described in s. 394.655.
18 2. The Florida Association of School Psychologists.
19 3. The Florida Sheriffs Association.
20 4. The Suicide Prevention Action Network USA.
21 5. The Florida Initiative of Suicide Prevention.
22 6. The Florida Suicide Prevention Coalition.
23 7. The Alzheimer's Association.
24 8. The Florida School Board Association.
25 9. Volunteer Florida.
26 10. The state chapter of AARP.
27 11. The Florida Alcohol and Drug Abuse Association.
28 12. The Florida Council for Community Mental Health.
29 13. The Florida Counseling Association.
30 14. NAMI Florida.
31 (b) The following state officials or their designees

1 shall serve on the coordinating council:
2 1. The Secretary of Elderly Affairs.
3 2. The Secretary of Health.
4 3. The Commissioner of Education.
5 4. The Secretary of Health Care Administration.
6 5. The Secretary of Juvenile Justice.
7 6. The Secretary of Corrections.
8 7. The executive director of the Department of Law
9 Enforcement.
10 8. The executive director of the Department of
11 Veterans' Affairs.
12 9. The Secretary of Children and Family Services.
13 10. The director of the Agency for Workforce
14 Innovation.
15 (c) The Governor shall appoint four additional members
16 to the coordinating council. The appointees must have
17 expertise that is critical to the prevention of suicide or
18 represent an organization that is not already represented on
19 the coordinating council.
20 (d) For the members appointed by the director of the
21 Office of Drug Control, seven members shall be appointed to
22 initial terms of 3 years, and seven members shall be appointed
23 to initial terms of 4 years. For the members appointed by the
24 Governor, two members shall be appointed to initial terms of 4
25 years, and two members shall be appointed to initial terms of
26 3 years. Thereafter, such members shall be appointed to terms
27 of 4 years. Any vacancy on the coordinating council shall be
28 filled in the same manner as the original appointment, and any
29 member who is appointed to fill a vacancy occurring because of
30 death, resignation, or ineligibility for membership shall
31 serve only for the unexpired term of the member's predecessor.

1 A member is eligible for reappointment.
2 (e) The director of the Office of Drug Control shall
3 be a nonvoting member of the coordinating council and shall
4 act as chair.
5 (f) Members of the coordinating council shall serve
6 without compensation. Any member of the coordinating council
7 who is a public employee is entitled to reimbursement for per
8 diem and travel expenses as provided in s. 112.061.
9 (3) MEETINGS.--The coordinating council shall meet at
10 least quarterly or upon the call of the chair. The council
11 meetings may be held via teleconference or other electronic
12 means.
13 Section 3. Two full-time equivalent positions are
14 authorized and the sum of $150,000 is appropriated from the
15 General Revenue Fund to the Office of Drug Control for the
16 purpose of implementing this act during the 2007-2008 fiscal
17 year.
18 Section 4. This act shall take effect July 1, 2007.

10 Governor; creating s. 14.20195, F.S.; creating
11 the Suicide Prevention Coordinating Council
12 within the Statewide Office for Suicide
13 Prevention; providing the scope of activities
14 for the coordinating council; authorizing the
15 coordinating council to assemble an ad hoc
16 committee to advise the coordinating council;
