18 Section 1. Section 14.2019, Florida Statutes, is
19 created to read:
20 14.2019 Statewide Office for Suicide Prevention.--
21 (1) The Statewide Office for Suicide Prevention is
22 created as a unit of the Office of Drug Control within the
23 Executive Office of the Governor.
24 (2) The statewide office shall, within available
25 resources:
26 (a) Develop a network of community-based programs to
27 improve suicide prevention initiatives. The network shall
28 identify and work to eliminate barriers to providing suicide
29 prevention services to individuals who are at risk of suicide.
30 The network shall consist of stakeholders advocating suicide
31 prevention, including, but not limited to, not-for-profit

1 suicide prevention organizations, faith-based suicide
2 prevention organizations, law enforcement agencies, first
3 responders to emergency calls, suicide prevention community
4 coalitions, schools and universities, mental health agencies,
5 substance abuse treatment agencies, health care providers, and
6 school personnel.
7 (b) Implement the statewide plan prepared by the
8 Suicide Prevention Coordinating Council.
9 (c) Increase public awareness concerning topics
10 relating to suicide prevention.
11 (d) Coordinate education and training curricula in
12 suicide prevention efforts for law enforcement personnel,
13 first responders to emergency calls, health care providers,
14 school employees, and other persons who may have contact with
15 persons at risk of suicide.
16 (3) Contingent upon a specific appropriation, the
17 director of the Office of Drug Control shall employ a
18 coordinator for the Statewide Office for Suicide Prevention
19 who shall work under the direction of the director to achieve
20 the goals and objectives set forth in this section.
21 (4) The Statewide Office for Suicide Prevention may
22 seek and accept grants or funds from any federal, state, or
23 local source to support the operation and defray the
24 authorized expenses of the office and the Suicide Prevention
25 Coordinating Council.
26 (5) Agencies under the control of the Governor or the
27 Governor and Cabinet are directed, and all others are
28 encouraged, to provide information and support to the
29 Statewide Office for Suicide Prevention as requested.
30 Section 2. Section 14.20195, Florida Statutes, is

1 14.20195 Suicide Prevention Coordinating Council;
2 creation; membership; duties.--There is created within the
3 Statewide Office for Suicide Prevention a Suicide Prevention
4 Coordinating Council. The council shall develop strategies for
5 preventing suicide.
6 (1) SCOPE OF ACTIVITY.--The Suicide Prevention
7 Coordinating Council is a coordinating council as defined in
8 s. 20.03 and shall:
9 (a) Advise the Statewide Office for Suicide Prevention
10 regarding the development of a statewide plan for suicide
11 prevention, with the guiding principle being that suicide is a
12 preventable problem. The statewide plan must:
13 1. Align and provide direction for statewide suicide
14 prevention initiatives.
15 2. Establish partnerships with state and private
16 agencies for the purpose of promoting public awareness of
17 suicide prevention.
18 3. Address specific populations in this state who are
19 at risk for suicide.
20 4. Identify ways to improve access to help individuals
21 in acute situations.
22 5. Identify resources to support the implementation of
23 the statewide plan.
24 (b) Assemble an ad hoc advisory committee comprised of
25 members from outside the council, if necessary, in order for
26 the council to receive advice and assistance in carrying out
27 its responsibilities.
28 (c) Make findings and recommendations regarding
29 suicide prevention programs and activities. The council shall
30 prepare an annual report and present it to the Governor, the
31 President of the Senate, and the Speaker of the House of

1 Representatives by January 1, 2008, and each year thereafter.
2 The annual report must describe the status of existing and
3 planned initiatives identified in the statewide plan for
4 suicide prevention and any recommendations arising therefrom.
5 (2) MEMBERSHIP.--The Suicide Prevention Coordinating
6 Council shall consist of 28 voting members.
7 (a) Fourteen members shall be appointed by the
8 director of the Office of Drug Control and shall represent the
9 following organizations:
10 1. The Substance Abuse and Mental Health Corporation
11 described in s. 394.655.
12 2. The Florida Association of School Psychologists.
13 3. The Florida Sheriffs Association.
14 4. The Suicide Prevention Action Network USA.
15 5. The Florida Initiative of Suicide Prevention.
16 6. The Florida Suicide Prevention Coalition.
17 7. The Alzheimer's Association.
18 8. The Florida School Board Association.
19 9. Volunteer Florida.
20 10. The state chapter of AARP.
21 11. The Florida Alcohol and Drug Abuse Association.
22 12. The Florida Council for Community Mental Health.
23 13. The Florida Counseling Association.
24 14. NAMI Florida.
25 (b) The following state officials or their designees
26 shall serve on the coordinating council:
27 1. The Secretary of Elderly Affairs.
28 2. The Secretary of Health.
29 3. The Commissioner of Education.
30 4. The Secretary of Health Care Administration.
31 5. The Secretary of Juvenile Justice.

1 6. The Secretary of Corrections.
2 7. The executive director of the Department of Law
3 Enforcement.
4 8. The executive director of the Department of
5 Veterans' Affairs.
6 9. The Secretary of Children and Family Services.
7 10. The director of the Agency for Workforce
8 Innovation.
9 (c) The Governor shall appoint four additional members
10 to the coordinating council. The appointees must have
11 expertise that is critical to the prevention of suicide or
12 represent an organization that is not already represented on
13 the coordinating council.
14 (d) For the members appointed by the director of the
15 Office of Drug Control, seven members shall be appointed to
16 initial terms of 3 years, and seven members shall be appointed
17 to initial terms of 4 years. For the members appointed by the
18 Governor, two members shall be appointed to initial terms of 4
19 years, and two members shall be appointed to initial terms of
20 3 years. Thereafter, such members shall be appointed to terms
21 of 4 years. Any vacancy on the coordinating council shall be
22 filled in the same manner as the original appointment, and any
23 member who is appointed to fill a vacancy occurring because of
24 death, resignation, or ineligibility for membership shall
25 serve only for the unexpired term of the member's predecessor.
26 A member is eligible for reappointment.
27 (e) The director of the Office of Drug Control shall
28 be a nonvoting member of the coordinating council and shall
29 act as chair.
30 (f) Members of the coordinating council shall serve
31 without compensation. Any member of the coordinating council

1 who is a public employee is entitled to reimbursement for per
2 diem and travel expenses as provided in s. 112.061.
3 (3) MEETINGS.--The coordinating council shall meet at
4 least quarterly or upon the call of the chair. The council
5 meetings may be held via teleconference or other electronic
6 means.
7 Section 3. Two full-time equivalent positions are
8 authorized and the sum of $150,000 is appropriated from the
9 General Revenue Fund to the Office of Drug Control for the
10 purpose of implementing this act during the 2007-2008 fiscal
11 year.
12 Section 4. This act shall take effect July 1, 2007.
