1 A bill to be entitled
2 An act relating to the Kidcare outreach program
3 for uninsured children; requiring the Office of
4 Program Policy Analysis and Government
5 Accountability to perform a study of the
6 outreach efforts of the Kidcare program;
7 providing requirements for the study; requiring
8 a report to the Legislature by a specified
9 date; providing an effective date.

11 Be It Enacted by the Legislature of the State of Florida:

13 Section 1. The Office of Program Policy Analysis and
14 Government Accountability shall perform a study of the
15 effectiveness of the Kidcare outreach program for uninsured
16 children. As part of determining the effectiveness of the
17 program, OPPAGA shall examine the current practices of the
18 Social Services Estimating Conference, the Department of
19 Health, the Children's Medical Services, the Agency for Health
20 Care Administration, the Department of Children and Family
21 Services, the Florida Healthy Kids Corporation, and the
22 Department of Education as they relate to determining
23 expenditures, coordinating with other related health programs
24 at the state and local levels to avoid duplication of effort
25 and promote consistency, providing services to children
26 participating in the Florida Kidcare program, making program
27 information available to all Florida parents of eligible
28 children, offering the services of the program to the target
29 population, determining eligibility, providing medical
30 assistance, and increasing enrollment in the Kidcare program.
31 In addition to determining the effectiveness of the Kidcare

1 outreach program, the report shall focus on local outreach in
2 counties where the program enrollment is atypically low. The
3 report shall examine how counties having higher enrollment
4 levels reach the intended population. If the report finds
5 deficiencies in the outreach process, the report shall provide
6 options for correcting those deficiencies and shall include
7 the projected cost of implementing those options. In
8 conducting the study, the Office of Program Policy Analysis
9 and Government Accountability shall consult with the
10 Department of Health and the Department of Children and Family
11 Services in addition to other interested entities that may
12 offer experiences and perspectives unique to this area of
13 research. The report shall be submitted to the President of
14 the Senate and the Speaker of the House of Representatives by
15 January 1, 2008.
16 Section 2. This act shall take effect upon becoming a
17 law.
