19 Section 1. Subsection (7) of section 258.501 is
20 amended to read:
21 258.501 Myakka River; wild and scenic segment.--
22 (7) MANAGEMENT COORDINATING COUNCIL.--
23 (a) Upon designation, the department shall create a
24 permanent council to provide interagency and intergovernmental
25 coordination in the management of the river. The coordinating
26 council shall be composed of one representative appointed from
27 each of the following: the department, the Department of
28 Transportation, the Fish and Wildlife Conservation Commission,
29 the Department of Community Affairs, the Division of Forestry
30 of the Department of Agriculture and Consumer Services, the
31 Division of Historical Resources of the Department of State,

1 the Tampa Bay Regional Planning Council, the Southwest Florida
2 Water Management District, the Southwest Florida Regional
3 Planning Council, Manatee County, Sarasota County, Charlotte
4 County, the City of Sarasota, the City of North Port,
5 agricultural interests, environmental organizations, and any
6 others deemed advisable by the department.
7 (b) The coordinating council shall review and make
8 recommendations on all proposals for amendments or
9 modifications to this section and to the permanent management
10 plan, as well as on other matters which may be brought before
11 the council by the department, any local government, or any
12 member of the council, and shall render its nonbinding
13 advisory opinion to the Southwest Florida Water Management
14 District, the department, and affected local governments.
15 (c) The Myakka River Management Coordinating Council
16 shall provide a report, which includes recommendations
17 concerning the potential expansion of the Florida Wild and
18 Scenic River designation to the entire Myakka River. The
19 report shall include, at a minimum, a description of the
20 extent of the Myakka River area, which may be covered under
21 the designation, and any recommendations or concerns of
22 affected parties or other interests. During the development
23 of the report, at least one public hearing shall be held in
24 the affected area of Manatee County. The report shall be
25 provided to the Governor, the President of the Senate, and the
26 Speaker of the House of Representatives no later than January
27 1, 2008.
28 (d)(c) The council may adopt bylaws to provide for
29 election of such officers as it deems necessary, removal of
30 officers for just cause, meetings, quorum, procedures, and
31 other such matters as its members may deem advisable in the

1 conduct of its business. Such bylaws shall be approved by the
2 department.
3 (e)(d) Such professional staff as the coordinating
4 council may require shall be provided by the department.
5 Section 2. This act shall take effect upon becoming a
6 law.

15 An act relating to the Myakka River; amending
16 s. 258.501, F.S.; requiring the Myakka River
17 Management Coordinating Council to provide a
18 report recommending the expansion of the
19 Florida Wild and Scenic River Designation for
20 the entire Myakka River, to the Governor,
21 President of the Senate, and Speaker of the
22 House of Representatives; providing an
23 effective date.
