12  following amendment:

14         Senate Amendment (with title amendment) 
15         On page 1, line 23, after the period

17  insert:  However, enforcement of this section by state and
18  local law enforcement agencies must be accomplished only as a
19  secondary action when a driver of a motor vehicle has been
20  detained for a suspected violation of another section of this
21  chapter, chapter 320, or chapter 322.
