11  The Committee on Judiciary (Geller) recommended the following
12  amendment:

14         Senate Amendment (with title amendment) 
15         Delete everything after the enacting clause
16  
17  and insert:  
18         Section 1.  Subsection (8) is added to section 402.301,
19  Florida Statutes, to read:
20         402.301  Child care facilities; legislative intent and
21  declaration of purpose and policy.--It is the legislative
22  intent to protect the health, safety, and well-being of the
23  children of the state and to promote their emotional and
24  intellectual development and care. Toward that end:
25         (8)  It is the intent of the Legislature that a child
26  care center designated as a Gold Seal Quality Care facility
27  under s. 402.281 allow children who have not attained the age
28  of eligibility for kindergarten and who are under the
29  jurisdiction of a circuit court of this state due to a
30  documented case of child abuse, abandonment, or neglect to
31  receive first priority for placement. To the extent that this

 1  subsection creates a conflict with a priority placement
 2  pursuant to s. 411.01(6), a child who is at least 3 years of
 3  age but who has not yet attained the age of eligibility for
 4  kindergarten shall have first priority for placement.
 5         Section 2.  This act shall take effect July 1, 2007.

13                      A bill to be entitled
14         An act relating to public child care; amending
15         s. 402.301, F.S.; providing legislative intent
16         that children meeting certain requirements be
17         given first priority for placement into the
18         Gold Seal Quality Care Program; providing an
19         effective date.
