  1                      A bill to be entitled

  2         An act relating to Parole Commission

  3         membership; amending s. 947.01, F.S.; deleting

  4         an obsolete provision; amending s. 947.02,

  5         F.S.; requiring the commission's membership to

  6         reflect at all times the diversity of the

  7         population of this state; amending s. 947.13,

  8         F.S.; requiring the Parole Commission to assume

  9         the role of a transition authority to

10         coordinate a seamless planning process and a

11         continuum of services from custody to the

12         community in order to facilitate the successful

13         reentry of persons leaving departmental

14         custody; requiring the commission to develop

15         policies and interagency agreements that define

16         the roles of state agencies in the transition

17         process and coordinate the work of reentry at

18         the community level; repealing s. 947.022,

19         F.S., which provided for the expiration of the

20         terms of the members of the commission as of

21         June 30, 1996, and the staggering of the

22         initial terms of the members appointed to

23         replace them; providing an effective date.

25  Be It Enacted by the Legislature of the State of Florida:

26  

27         Section 1.  Section 947.01, Florida Statutes, is

28  amended to read:

29         947.01  Parole Commission; creation; number of

30  members.--A Parole Commission is created to consist of five

 1  six members who are residents of the state. Effective July 1,

 2  1996, the membership of the commission shall be three members.

 3         Section 2.  Subsection (1) of section 947.02, Florida

 4  Statutes, is amended to read:

 5         947.02  Parole Commission; members, appointment.--

 6         (1)  Except as provided in s. 947.021, the members of

 7  the Parole Commission shall be appointed by the Governor and

 8  Cabinet from a list of eligible applicants submitted by a

 9  parole qualifications committee. The appointments of members

10  of the commission shall be certified to the Senate by the

11  Governor and Cabinet for confirmation, and the membership of

12  the commission shall at all times reflect the diversity of the

13  population of the state correctional system and include

14  representation from minority persons as defined in s. 288.703.

15         Section 3.  Paragraph (i) is added to subsection (1) of

16  section 947.13, Florida Statutes, to read:

17         947.13  Powers and duties of commission.--

18         (1)  The commission shall have the powers and perform

19  the duties of:

20         (i)  Assuming the role of a transition authority by

21  coordinating a seamless planning process and a continuum of

22  services from department custody to the community for the

23  purpose of facilitating the successful reentry of persons

24  leaving departmental custody. The commission shall develop

25  policies and interagency agreements that define the roles of

26  state agencies in the transition process and coordinate the

27  work of reentry at the community level.

28         Section 4.  Section 947.022, Florida Statutes, is

29  repealed.

30         Section 5.  This act shall take effect July 1, 2007.

 3    Requires the membership of the Parole Commission to

 4    the state correctional system. Requires the commission to
