11  The Committee on Finance and Tax (Haridopolos) recommended the
12  following amendment:
13  
14         Senate Amendment (with title amendment) 
15         On page 44, lines 10-15, delete those lines
16  
17  and insert:  in addition to the other penalties provided by
18  law, be liable for a specific penalty of 100 percent of any
19  unreported or any uncollected the tax bill or fee and, upon
20  conviction, for fine and punishment as provided in s. 775.082,
21  s. 775.083, or s. 775.084. Delivery of written notice may be
22  made by certified mail, or by the use of such other method as
23  is documented as being necessary and reasonable under the
24  circumstances. The civil and criminal penalties imposed herein
25  for failure to comply with a written notice alerting the
26  person of the requirement to register the person's business as
27  a dealer or to collect tax on specific transactions shall not
28  apply if the person timely files a written challenge to such
29  notice in accordance with procedures established by the
30  department by rule or the notice fails to clearly advise that
31  failure to comply with or timely challenge the notice will

 2  imposed herein.
