3 certification; creating s. 1012.587, F.S.;
4 specifying inservice requirements for educators
5 who provide English for Speakers of Other
6 Languages instruction; providing an effective
7 date.

9 Be It Enacted by the Legislature of the State of Florida:

11 Section 1. Section 1012.587, Florida Statutes, is
12 created to read:
13 1012.587 Inservice requirements for English for
14 Speakers of Other Languages (ESOL) educators.--To ensure the
15 most conducive learning environment and the use of appropriate
16 teaching strategies for students with limited English
17 proficiency, inservice requirements for educators who provide
18 English for Speakers of Other Languages (ESOL) instruction
19 shall be as follows:
20 (1) For the primary English instructor (Basic ESOL)
21 who is an English/Language Arts teacher, 300 inservice hours
22 or the equivalent.
23 (2) For an instructor teaching the basic subject areas
24 of reading, mathematics, science, social studies or computer
25 literacy, 60 inservice hours or the equivalent.
26 (3) For an instructor teaching other subject areas
27 other than basic ESOL or basic subject areas 18 inservice
28 hours or the equivalent.
29 (4) For a school administrator or guidance counselor,
30 60 inservice hours or the equivalent.
31 Section 2. This act shall take effect July 1, 2007.

1 STATEMENT OF SUBSTANTIAL CHANGES CONTAINED IN
COMMITTEE SUBSTITUTE FOR

4 The committee substitute clarifies the types of instructors
who are subject to inservice requirements. The committee
5 substitute provides the following requirements:
6 -300 inservice hours or the equivalent for the primary English
instructor (Basic ESOL) who is an English/Language Arts
7 teacher;
8 -60 inservice hours or the equivalent for an instructor
teaching the basic subject areas of reading, mathematics,
9 science, social studies or computer literacy; and
10 -18 inservice hours or the equivalent for an instructor
teaching other subject areas other than basic ESOL or basic
11 subject areas.
