14         On page 2, between lines 8 and 9,

16  insert:  
17         Section 2.  Cybercrime study.--
18         (1)  The Cybercrime Unit of the Office of the Attorney
19  General, in consultation with the Department of Law
20  Enforcement, shall internally or by creating a volunteer task
21  force:
22         (a)  Investigate the ways in which sexually violent
23  predators and other persons who commit sexually violent or
24  financial crimes use the Internet to meet or otherwise
25  establish contact with potential victims.
26         (b)  Make recommendations for legislation authorizing
27  probation officers and law enforcement to monitor Internet
28  usage by persons who have committed financial or sexually
29  violent crimes, as well as all felons.
30         (c)  Investigate whether online dating services are
31  identifying sexually violent predators and other persons who

 1  have committed sexually violent or financial crimes and
 2  allowing the use of their services with or without
 3  notification to their members.
 4         (e)  Determine the accuracy of reports from commercial
 5  data aggregators that collect and disseminate criminal history
 6  information in terms of identifying felons and other persons
 7  who have committed sexually violent or financial crimes,
 8  including how often such data is updated.
 9         (2)  The Cybercrime Unit shall submit a report
10  addressing these issues and making recommendations to the
11  President of the Senate and the Speaker of the House of
12  Representatives by December 31, 2007.
