1 Senate Joint Resolution
2 A joint resolution proposing the creation of
3 Section 27 of Article I of the State
4 Constitution to provide health care for all
5 children residing in the state.

7 Be It Resolved by the Legislature of the State of Florida:
8
9 That the following creation of Section 27 of Article I
10 of the State Constitution is agreed to and shall be submitted
11 to the electors of this state for approval or rejection at the
12 next general election or at an earlier special election
13 specifically authorized by law for that purpose:
14 ARTICLE I
15 DECLARATION OF RIGHTS
16 SECTION 27. Universal children's health care.--
17 (a) The health of children is a fundamental value of
18 the people of the state. It is, therefore, a paramount duty of
19 the state to make adequate provision for the health care of
20 all children residing within its borders.
21 (b) The legislature shall enact legislation to
22 implement a plan to provide universal health care coverage
23 that permits all children in the state to obtain comprehensive
24 health care on a regular basis, effective no later than July
25 1, 2009.
26 BE IT FURTHER RESOLVED that the following statement be
27 placed on the ballot:
28 CONSTITUTIONAL AMENDMENT
29 ARTICLE I, SECTION 27
30 UNIVERSAL CHILDREN'S HEALTH CARE.--Proposing an
31 amendment to the State Constitution to provide health care for

2 Legislature to enact implementing legislation effective no
3 later than July 1, 2009.
