1 A bill to be entitled
2 An act relating to license plates; amending ss.
3 320.08056 and 320.08058, F.S.; creating a
4 Protect Florida Springs license plate;
5 providing for the distribution of annual use
6 fees received from the sale of such plates;
7 providing an effective date.

9 Be It Enacted by the Legislature of the State of Florida:
10
11 Section 1. Paragraph (iii) is added to subsection (4)
12 of section 320.08056, Florida Statutes, to read:
13 320.08056 Specialty license plates.--
14 (4) The following license plate annual use fees shall
15 be collected for the appropriate specialty license plates:
16 (iii) Protect Florida Springs license plate, $25.
17 Section 2. Subsection (61) is added to section
18 320.08058, Florida Statutes, to read:
19 320.08058 Specialty license plates.--
20 (61) PROTECT FLORIDA SPRINGS LICENSE PLATES.--
21 (a) The department shall develop a Protect Florida
22 Springs license plate as provided in this section. The word
23 "Florida" must appear at the top of the plate, and the words
24 "Protect Florida Springs" must appear at the bottom of the
25 plate.
26 (b) The annual use fees shall be distributed to the
27 Wildlife Foundation of Florida, Inc., a citizen-support
28 organization created pursuant to s. 372.0215, which shall
29 administer the fees as follows:
30 1. Wildlife Foundation of Florida, Inc., shall retain
31 the first $60,000 of the annual use fees as direct

1 reimbursement for administrative costs, startup costs, and
2 costs incurred in the development and approval process.
3 2. Thereafter, a maximum of 10 percent of the fees may
4 be used for administrative costs directly associated with
5 education programs, conservation, springs research, and grant
6 administration of the foundation. A maximum of 15 percent of
7 the fees may be used for continuing promotion and marketing of
8 the license plate.
9 3. At least 55 percent of the fees shall be available
10 for competitive grants, with highest priorities given to
11 community-based springs programs and projects specifically
12 related to education, outreach, and springs protection.
13 Springs research that is not eligible for funding elsewhere
14 and that addresses specific conservation and management needs
15 may be considered.
16 4. Up to 20 percent of the fees shall be distributed
17 to the Wildlife Trust of Florida, Inc., and used for
18 competitive grants and support for springs conservation and
19 research activities; specifically to collect, analyze,
20 archive, and publish scientific data regarding springs in this
21 state, their associated habitats, recharge areas, and the
22 species that use them; to train teachers and students about
23 the importance of this state's springs; to develop and support
24 public education and materials aimed at increasing the
25 understanding of the economic and biological importance of
26 protecting the state's springs; to develop new technologies
27 enabling a better understanding of spring ecology; to support
28 spring enhancement and restoration; to conduct research on
29 economic benefits of the state's springs; and to implement
30 programs that seek objective, common-sense, and scientific

1 solutions to the complex issues associated with protecting and
2 managing springs.
3 Section 3. This act shall take effect July 1, 2007.
