1 A bill to be entitled
2 An act relating to health care clinics;
3 directing the Department of Health to conduct a
4 study relating to availability of health care
5 to uninsured and indigent persons in the state;
6 requiring a report to the Governor and
7 Legislature; specifying contents of the report;
8 providing an effective date.

10 Be It Enacted by the Legislature of the State of Florida:

12 Section 1. The Department of Health is directed to
13 conduct a comprehensive study of health care options available
14 in the state to uninsured persons and persons who are eligible
15 for indigent care programs. The purpose of the study is to
16 provide a more efficient and effective system that enhances
17 the quality of health care and health care outcomes for
18 recipients.
19 (1) The study shall examine:
20 (a) The existing health care providers for uninsured
21 and indigent persons in each county in the state, such as free
22 clinics, county health departments, federally qualified health
23 clinics, rural clinics, and Medicaid and Medicare providers.
24 (b) The demographics and needs of the uninsured or
25 indigent populations.
26 (c) The population served by each provider.
27 (d) The accessibility of each provider to the
28 uninsured or indigent populations in their respective
29 counties.
30 (e) The limitations of each provider with regard to
31 whom they can, or do, deliver services.

1 (f) The current capacity of each provider.
2 (g) The method of funding for each provider.
3 (h) The resources and needs of each provider.
4 (i) Other providers in the county that may be
5 available to serve this population.
6 (2) The agency shall identify and make recommendations
7 to eliminate the gaps in coverage and to promote collaboration
8 between health care providers to improve the quality of health
9 care delivered to the uninsured and indigent populations. The
10 agency shall submit a report containing those recommendations
11 to the Governor, the President of the Senate, and the Speaker
12 of the House of Representatives by January 31, 2008.
13 Section 2. This act shall take effect July 1, 2007.
