11  The Committee on Criminal Justice (Aronberg) recommended the
12  following amendment:
13  
14         Senate Amendment (with title amendment) 
15         On page 22, between lines 16 and 17,
16  
17  insert:  
18         Section 10.  The Department of Law Enforcement, with
19  the assistance of the Department of Corrections, the
20  Department of Highway Safety and Motor Vehicles, the
21  Department of Juvenile Justice, the Office of the State Courts
22  Administrator, the clerk of the court in each judicial circuit
23  court, the offices of the state attorney and public defender
24  in each judicial circuit, the Florida Sheriffs Association,
25  and the Florida Legislative Committee on Intergovernmental
26  Relations shall examine the feasibility of eliminating the
27  October 1, 1993, date in the sexual predator criteria set
28  forth in s. 775.21, Florida Statutes, and the October 1, 1997,
29  date in the sexual offender criteria set forth in ss. 943.0435
30  and 944.607, Florida Statutes, or modifying those dates to
31  provide for earlier dates. When conducting this examination,

Florida Senate - 2007 COMMITTEE AMENDMENT Bill No. SB 2646 Barcode 155158 1 the department shall assess the potential effect, including 2 fiscal impact, that the elimination or modification of these 3 dates will have on the department, other state agencies, 4 circuit courts, state attorneys, public defenders, and local 5 law enforcement agencies. The Department of Law Enforcement 6 shall also assess whether there are factors, such as 7 incomplete criminal histories and court records, which might 8 make the elimination or modification of these dates 9 impractical or might have a negative effect on the state's 10 current system for registering sexual predators and offenders. 11 The department shall present a report of its findings to the 12 President of the Senate and the Speaker of the House of 13 Representatives by December 30, 2007. 14 15 (Redesignate subsequent sections.) 16 17 18 ================ T I T L E A M E N D M E N T =============== 19 And the title is amended as follows: 20 On page 2, line 1, after the semicolon, 21 22 and insert: 23 requiring the Department of Law Enforcement and 24 other specified agencies to consider 25 eliminating or modifying two dates on or after 26 which a person must be classified as a sexual 27 offender or a sexual predator; directing the 28 department to determine the effect the 29 elimination or modification of these dates will 30 have on the department and other agencies; 31 directing the department to present a report of 2 9:55 AM 04/12/07 s2646c-cj27-r7t
