  1                      A bill to be entitled

  2         An act relating to the state's policy on

  3         renewable energy; amending s. 366.92, F.S.;

  4         authorizing the Florida Public Service

  5         Commission to change the goals for increasing

  6         the use of renewable energy resources

  7         consistent with legislative intent; providing

  8         an effective date.

10  Be It Enacted by the Legislature of the State of Florida:

11  

12         Section 1.  Section 366.92, Florida Statutes, is

13  amended to read:

14         366.92  Florida renewable energy policy.--

15         (1)  It is the intent of the Legislature to promote the

16  development of renewable energy; protect the economic

17  viability of Florida's existing renewable energy facilities;

18  diversify the types of fuel used to generate electricity in

19  Florida; lessen Florida's dependence on natural gas and fuel

20  oil for the production of electricity; minimize the volatility

21  of fuel costs; encourage investment within the state; improve

22  environmental conditions; and, at the same time, minimize the

23  costs of power supply to electric utilities and their

24  customers.

25         (2)  For the purposes of this section, "Florida

26  renewable energy resources" shall mean renewable energy, as

27  defined in s. 377.803, that is produced in Florida.

28         (3)  The commission may adopt appropriate goals for

29  increasing the use of existing, expanded, and new Florida

30  renewable energy resources. The commission may change the

31  goals consistent with subsection (1) of this section. The

 1  commission may review and reestablish the goals at least once

 2  every 5 years.

 3         (4)  The commission may adopt rules to administer and

 4  implement the provisions of this section.

 5         Section 2.  This act shall take effect upon becoming a

 6  law.
