  1                      A bill to be entitled

  2         An act relating to coordination of education

  3         programs; creating the Florida P-20 Public

  4         Education Advisory Council; providing

  5         membership requirements for the council;

  6         authorizing the council to elect a chair from

  7         the membership; providing for a quorum;

  8         providing duties of the council; requiring the

  9         council to comply with public-meetings and

10         public-records requirements; requiring

11         financial disclosure; providing for

12         reimbursement for travel and per diem expenses;

13         providing for future repeal of the council;

14         providing an effective date.

16  Be It Enacted by the Legislature of the State of Florida:

17  

18         Section 1.  The Florida P-20 Public Education Advisory

19  Council.--

20         (1)  The Florida P-20 Public Education Advisory Council

21  is created for the purpose of advising the State Board of

22  Education, the Florida Board of Governors, the Agency for

23  Workforce Innovation, the Department of Education, the

24  Governor, and the Legislature concerning coordination of

25  programs and collaboration among institutions in Florida's

26  education system from voluntary prekindergarten through

27  graduate education. The council shall examine education data

28  concerning student outcomes and student needs for education

29  and shall recommend improvements to the public education

30  system which will better enable the system to support the

31  economic development of the state.

 1         (2)  The Florida P-20 Public Education Advisory Council

 2  shall consist of 15 members to be appointed as follows:

 3         (a)  The Governor shall appoint one member who is a

 4  state university president; one member who is a provider of

 5  the voluntary prekindergarten program; one member from a

 6  business that employs university graduates; one public school

 7  teacher; and one member from an organization that works to

 8  attract businesses to Florida.

 9         (b)  The President of the Senate shall appoint one

10  member who is the president of a community college; one member

11  from a business that employs community college graduates; one

12  member from a public agency that employs high school

13  graduates, community college graduates, and university

14  graduates; one owner of a small business; and one member who

15  teaches remedial courses at a community college.

16         (c)  The Speaker of the House of Representatives shall

17  appoint one member who is a district school superintendent;

18  one member who is a high school principal; one member from a

19  business that primarily employs high school graduates; one

20  member who teaches elementary school; and one member from a

21  business that employs graduates of career education programs.

22         (3)  The council shall elect a chair from among its

23  membership. Eight members of the committee constitute a

24  quorum. Business may not be transacted at any meeting unless a

25  quorum is present.

26         (4)  The council shall assess the current status of the

27  P-20 education system in light of the workforce needed to

28  attract businesses to Florida. The council shall report to the

29  Governor and the Legislature annually by January 1 with

30  recommendations for improving the P-20 education system.

 1         (5)  The council is subject to the public-meetings and

 2  public-records requirements of s. 24, Art. I of the State

 3  Constitution, chapter 119, Florida Statutes, and s. 286.011,

 4  Florida Statutes.

 5         (6)  Members of the council are subject to the

 6  financial-disclosure requirements of s. 112.3144, Florida

 7  Statutes.

 8         (7)  Members of the council shall serve without

 9  compensation but are entitled to reimbursement for travel and

10  per diem expenses in accordance with s. 112.061, Florida

11  Statutes.

12         (8)  The council is abolished on July 1, 2011.

13         Section 2.  This act shall take effect upon becoming a

14  law.
