3 s. 1001.11, F.S.; requiring the Commissioner of
4 Education to provide professional development
5 in physical education; amending s. 1003.01,
6 F.S.; defining the term "physical education";
7 amending s. 1003.455, F.S.; requiring specified
8 periods of physical education for certain
9 students; requiring the Department of Education
10 to review and revise the Sunshine State
11 Standards regarding physical education;
12 providing an effective date.

14 Be It Enacted by the Legislature of the State of Florida:

16 Section 1. Subsection (7) is added to section 1001.11,
17 Florida Statutes, to read:
18 1001.11 Commissioner of Education; other duties.--
19 (7) The commissioner shall dedicate financial and
20 departmental staff resources to provide professional
21 development for physical education teachers, elementary and
22 secondary teachers whose assignments include physical
23 education courses, and developers of physical education
24 curricula. Such professional development shall incorporate
25 current physical education and nutrition philosophy and best
26 practices that result in student participation in physical
27 activities that promote lifelong physical and mental
28 well-being.
29 Section 2. Subsection (16) is added to section
30 1003.01, Florida Statutes, to read:

1 1003.01 Definitions.--As used in this chapter, the
2 term:
3 (16) "Physical education" means the development or
4 maintenance of skills related to strength, agility,
5 flexibility, movement, and stamina; the development of
6 knowledge and skills regarding teamwork and fair play; the
7 development of knowledge and skills regarding nutrition and
8 physical fitness as part of a healthy lifestyle; and the
9 development of positive attitudes regarding sound nutrition
10 and physical activity as a component of personal well-being.
11 Section 3. Subsection (3) of section 1003.455, Florida
12 Statutes, is amended to read:
13 1003.455 Physical education; assessment.--
14 (3) Each district school board shall provide 150
15 minutes of physical education each week for students in
16 kindergarten through grade 5. Students enrolled in such
17 instruction shall be reported separately for funding through
18 the Florida Education Finance Program and shall be audited
19 pursuant to s. 1010.305. Each district school board is
20 encouraged to provide 150 minutes of physical education each
21 week for students in kindergarten through grade 5 and 225
22 minutes of physical education each week for students in grades
23 6 through 8.
24 Section 4. During the 2007-2008 school year, the
25 Department of Education shall review and revise the Sunshine
26 State Standards related to physical education skills to
27 reflect state-of-the-art philosophy and practice. The revised
28 standards shall emphasize the role of physical education in
29 promoting the knowledge, skills, and attitudes that prepare
30 students to make healthy lifelong nutrition and physical
31 fitness choices.

1 Section 5. This act shall take effect upon becoming a
2 law.
