11  The Committee on Community Affairs (Haridopolos) recommended
12  the following amendment:

14         Senate Amendment (with title amendment) 
15         On page 2, line 31,
16  
17  insert:  
18         (4)  The Department of Agriculture and Consumer
19  Services shall examine the conditions surrounding the sale and
20  purchase of horses and shall adopt rules to prevent unfair or
21  deceptive trade practices. The department's examination shall
22  include, but not be limited to, the following: the disclosure
23  of the legal owner and buyer of the horse and any dual agency
24  to the buyer and the seller; the disclosure of relevant
25  medical conditions, defects, or surgeries; the need for a
26  written bill of sale or similar documentation; and disclosure
27  of alterations to the appearance or performance of a horse
28  prior to sale.
