A bill to be entitled
2An act relating to specialty license plates; amending ss.
3320.08056 and 320.08058, F.S.; creating a Veterans Service
4Organization license plate; providing for an annual use
5fee; providing for the distribution of annual use fees
6received from the sale of such plates; providing an
7effective date.

9Be It Enacted by the Legislature of the State of Florida:

11     Section 1.  Paragraph (iii) is added to subsection (4) of
12section 320.08056, Florida Statutes, to read:
13     320.08056  Specialty license plates.--
14     (4)  The following license plate annual use fees shall be
15collected for the appropriate specialty license plates:
16     (iii)  Veterans Service Organization license plate, $15.
17     Section 2.  Subsection (61) is added to section 320.08058,
18Florida Statutes, to read:
19     320.08058  Specialty license plates.--
20     (61)  VETERANS SERVICE ORGANIZATION LICENSE PLATES.--
21     (a)  Notwithstanding s. 320.08053, the department shall
22develop a series of veterans service organization license plates
23as provided in this section. Veterans Service Organization
24license plates must bear the colors and design approved by the
25department. The word "Florida" must appear at the top of the
26plate, and the name of the respective veterans service
27organization must appear at the bottom of the plate. The
28appropriate emblem for the particular veterans service
29organization must appear on the left side of the plate,
30approximately 3 inches in diameter. The Veterans Service
31Organization license plate shall be developed for the following:
32     1.  The American Legion.
33     2.  The Disabled American Veterans.
34     3.  The Veterans of Foreign Wars.
35     4.  Any other veterans service organization that is
36congressionally chartered or recognized by the United States
37Department of Veterans Affairs.
38     (b)  The department shall retain all revenues from the sale
39of such plates until all startup costs for developing and
40issuing the plates have been recovered. Thereafter, 60 percent
41of the annual use fees shall be remitted to the appropriate
42organization to support its veterans and military activities,
43programs, and projects within the state. The remaining 40
44percent shall be deposited into the State Homes for Veterans
45Trust Fund and used solely to construct, operate, and maintain
46domiciliary and nursing homes for veterans subject to the
47requirements of chapter 216.
48     Section 3.  This act shall take effect July 1, 2007.
