13         Senate Amendment (with title amendment) 
14         On page 18, line 11, after the period,
15  
16  insert:  Notwithstanding any provisions that limit the use of
17  surcharge revenues, if the revenues generated as a result of
18  the adoption of this ordinance exceed the debt service on the
19  bonds, the surplus revenues may be used to pay down the debt
20  service on the bonds; to fund other state-court-facility
21  construction projects certified by the chief judge as
22  necessary to address unexpected growth in caseloads, emergency
23  requirements to accommodate public access, threats to the
24  safety of the public, judges, staff, and litigants, or other
25  exigent circumstances; or to support local law libraries in or
26  near the county courthouse or annexes.
