11 The Committee on Transportation and Economic Development
12 Appropriations (Diaz de la Portilla) recommended the following
13 amendment:

15 Senate Amendment (with title amendment)
16 On page 5, between lines 13 and 14,

18 insert:
19 Section 3. Paragraph (d) of subsection (7) of section
20 468.609, Florida Statutes, is amended to read:
21 468.609 Administration of this part; standards for
22 certification; additional categories of certification.--
23 (7)
24 (d) A newly employed or hired person may perform the
25 duties of a plans examiner or building code inspector for 120
26 90 days if a provisional certificate application has been
27 submitted, provided such person is under the direct
28 supervision of a certified building code administrator who
29 holds a standard certification and who has found such person
30 qualified for a provisional certificate. However, direct
31 supervision and the determination of qualifications under this

1 paragraph may be provided by a building code administrator who
2 holds a limited or provisional certificate in any county with
3 a population of less than 75,000 and in any municipality
4 located within such a county.

10 And the title is amended as follows:
11 On page 1, lines 2-18, delete those lines
12
13 and insert:
14 An act relating to the building code; requiring
15 the commission to review the requirements in
16 the National Electrical Code which relate to
17 bonding and grounding systems for swimming
18 pools; authorizing the commission to adopt a
19 rule for bonding and grounding which is an
20 alterative to that of the National Electrical
21 Code; providing legislative intent relating to
22 retrofitting buildings to prevent hurricane and
23 storm damage; directing the commission to
24 consider the costs and benefits of any
25 mitigation techniques before adoption of a
26 rule; requiring the commission to develop and
27 adopt within the Florida Building Code
28 appropriate mitigation techniques to use to
29 retrofit buildings constructed before the code
30 was implemented; amending s. 468.609, F.S.;
31 extending the time in which certain persons may
