1 A bill to be entitled
2 An act relating to biomedical research;
3 providing legislative intent to support the
4 development of FDA-recognized botanical drugs
5 from a patented complex that enhances the
6 effects of vaccines, helps suppress cancerous
7 tumors, and improves the functioning of the
8 human immune system; summarizing testing
9 procedures; providing an appropriation;
10 providing an effective date.

12 Be It Enacted by the Legislature of the State of Florida:

14 Section 1. Support of biomedical research; legislative
15 intent; clinical trials of PPC; procedures.--
16 (1) The Legislature declares its intent to support
17 biomedical research conducted in this state by an independent
18 biomedical organization for the purpose of combating chronic
19 and infectious diseases and gaining a better understanding of
20 the human immune system. Beginning in the 2007-2008 fiscal
21 year, the Legislature will carry out that goal by funding the
22 development of FDA-recognized botanical drugs from a
23 polyphenylypropenoid polysaccharide complex (PPC), a complex
24 produced from pine cones which has been developed and patented
25 by such an entity. Research completed to date has shown that
26 this complex is capable of enhancing the immune system in such
27 a way that vaccines and chemotherapy will work more
28 effectively to suppress tumor growth, fight infections, and
29 improve immune function in the aged.
30 (2) The procedures necessary to develop the botanical
31 drugs will entail laboratory research as well as clinical

1 trials each of which has a duration of at least 1 fiscal year
2 and covers several areas of study, including cancer research,
3 autoimmune diseases, anti-aging research, and infectious
4 diseases.
5 Section 2. The sum of $15 million is appropriated from
6 the General Revenue Fund to an independent biomedical
7 organization in this state as described in this act for the
8 purpose of developing botanical drugs from a
9 polyphenylypropenoid polysaccharide complex (PPC).
10 Section 3. This act shall take effect July 1, 2007.
