11  The Committee on Community Affairs (Garcia) recommended the
12  following amendment:
13  
14         Senate Amendment (with title amendment) 
15         Delete everything after the enacting clause
16  
17  and insert:  
18         Section 1.  Notwithstanding s. 165.022, Florida
19  Statutes, any municipality formed after January 1, 2000, and
20  any municipality formed on or after July 1, 2007, may not be
21  required to pay any charge, assessment, tax, fee, or other
22  consideration as a condition for allowing the citizens of an
23  area to incorporate and govern themselves.
24         Section 2.  This act shall take effect July 1, 2007.
