  1                      A bill to be entitled

  2         An act relating to secondary education;

  3         amending s. 1008.38, F.S.; revising certain

  4         requirements of the articulation accountability

  5         process established by the State Board of

  6         Education; requiring the State Board of

  7         Education to establish a process for reviewing

  8         courses proposed for consideration as core

  9         secondary courses; requiring the board of

10         directors of Workforce Florida, Inc., to

11         approve a curriculum review committee;

12         providing for membership of the committee;

13         providing requirements for the review of

14         proposed courses; requiring that an approved

15         course be included for funding the following

16         fiscal year; requiring the State Board of

17         Education to establish an appeals process if

18         approval of a course is denied; providing an

19         effective date.

21  Be It Enacted by the Legislature of the State of Florida:

22  

23         Section 1.  Section 1008.38, Florida Statutes, is

24  amended to read:

25         1008.38  Articulation accountability process.--

26         (1)  The State Board of Education shall develop

27  articulation accountability measures which assess the status

28  of systemwide articulation processes authorized under s.

29  1007.23. The State Board of Education shall establish an

30  articulation accountability process which at a minimum shall

31  address:

 1         (a)(1)  The impact of articulation processes on

 2  ensuring educational continuity and the orderly and

 3  unobstructed transition of students between public secondary

 4  and postsecondary education systems and facilitating the

 5  transition of students between the public and private sectors.

 6         (b)(2)  The adequacy of preparation of public secondary

 7  students to smoothly articulate to a public postsecondary

 8  education, the workplace, or both institution.

 9         (c)(3)  The effectiveness of articulated acceleration

10  mechanisms available to secondary students.

11         (d)(4)  The smooth transfer of community college

12  associate in arts degree graduates to a state university.

13         (e)(5)  An examination of degree requirements that

14  exceed the parameters of 60 credit hours for an associate

15  degree and 120 hours for a baccalaureate degree in public

16  postsecondary programs.

17         (f)(6)  The relationship between the College Level

18  Academic Skills Test Program and articulation to the upper

19  division in public postsecondary institutions.

20         (2)  The State Board of Education shall establish a

21  process for the continual and uninterrupted review of newly

22  proposed core secondary courses and existing courses requested

23  to be considered as core courses to ensure that sufficient

24  rigor and relevance is provided for workforce skills and

25  postsecondary education and aligned to state curriculum

26  standards. The review of newly proposed core secondary courses

27  shall be the responsibility of a curriculum review committee

28  whose membership is approved by the Workforce Florida Board as

29  described in s. 445.004, and shall include:

 1         (a)  Three certified high school guidance counselors

 2  recommended by the Florida Association of Student Services

 3  Administrators.

 4         (b)  Three assistant superintendents for curriculum and

 5  instruction, recommended by the Florida Association of

 6  District School Superintendents and who serve in districts

 7  that operate successful career and professional academies

 8  pursuant to s. 1003.492. Committee members in this category

 9  shall employ the expertise of appropriate subject area

10  specialists in the review of proposed courses.

11         (c)  Three workforce representatives recommended by the

12  Agency for Workforce Innovation.

13         (d)  Three admissions directors of postsecondary

14  institutions accredited by the Southern Association of

15  Colleges and Schools, representing both public and private

16  institutions.

17         (e)  The Deputy Commissioner of Education responsible

18  for K-12 curriculum and instruction. The Deputy Commissioner

19  shall employ the expertise of appropriate subject area

20  specialists in the review of proposed courses.

21         (3)  The submission and review of newly proposed core

22  courses shall be conducted electronically and each proposed

23  core course shall be approved or denied within 60 days. All

24  courses approved as core courses for high school graduation

25  purposes shall be immediately added to the Course Code

26  Directory. Approved core courses shall also be reviewed and

27  considered for approval for dual enrollment credit. The Board

28  of Governors and the Commissioner of Education shall jointly

29  recommend an annual deadline for approval of new core courses

30  to be included for purposes of FEFP funding, postsecondary

31  admissions, and dual enrollment credit the following academic

 1  year. The State Board of Education shall establish an appeals

 2  process in the event that a proposed course is denied which

 3  shall require a consensus ruling by the Agency for Workforce

 4  Innovation and the Commissioner of Education within 15 days.

 5  The curriculum review committee must be established and

 6  operational no later than September 1, 2007.

 7         Section 2.  This act shall take effect upon becoming a

 8  law.

11                          SENATE SUMMARY

12    Requires that the State Board of Education establish a
      process for reviewing courses proposed for consideration
13    as core secondary courses. Provides for a curriculum
      review committee, which must be approved by the board of
14    directors of Workforce Florida, Inc. Provides
      requirements for reviewing proposed courses. Requires
15    that an approved course be included for funding the
      following fiscal year. Requires the State Board of
16    Education to establish an appeals process. (See bill for
