1 A bill to be entitled
2 An act relating to education; authorizing
3 individual district school boards by resolution
4 to allow an inspirational message at specified
5 secondary-school-related events; providing
6 requirements; providing legislative intent;
7 providing for severability; providing an
8 effective date.

10 Be It Enacted by the Legislature of the State of Florida:

12 Section 1. Any district school board may adopt a
13 resolution allowing the use of an inspirational message,
14 including an invocation or a benediction, at a commencement
15 exercise or noncompulsory student assembly at a secondary
16 school. The resolution must provide that:
17 (1) The use of an inspirational message be at the
18 discretion of the students.
19 (2) An inspirational message, if used, be given by a
20 student volunteer.
21 (3) School personnel may not participate in or
22 otherwise influence the exercise of the discretion of the
23 students in determining whether to use an inspirational
24 message.
25 Section 2. The purpose of this act is to provide for
26 the solemnization and memorialization of events and ceremonies
27 at secondary schools, and this act is not intended to advance
28 or endorse any religion or religious belief.
29 Section 3. If any provision of this act or its
30 application to any person or circumstance is held invalid, the
31 invalidity does not affect other provisions or applications of

1 the act which can be given effect without the invalid
2 provision or application, and to this end the provisions of
3 this act are severable.
4 Section 4. This act shall take effect July 1, 2007.
