12 (Haridopolos) recommended the following amendment:

14 Senate Amendment (with title amendment)
15 On page 3, between lines 18 and 19,
16
17 insert:
18 Section 3. Disabled-veteran business enterprises;
19 technical assistance programs.--
20 (1) The Department of Veterans' Affairs shall contract
21 with an entity to provide technical assistance to businesses
22 that may qualify or have already qualified for certification
23 as a disabled-veteran business enterprise.
24 (2) The entity chosen to contract with the department
25 must have been created by the Legislature and must be governed
26 by a commission that is appointed by the Governor. The entity
27 must have statewide experience and expertise in economic
28 development and must demonstrate statewide experience in
29 providing technical and financial assistance to aid in
30 creating and operating businesses in this state. The entity
31 must also demonstrate that it has previously received federal

1 funding for the development of business enterprises.
2 (3) The entity under contract must:
3 (a) Provide applications to disabled veterans seeking
4 to be certified as a disabled-veteran business enterprise;
5 (b) Assist applicants in obtaining certification as a
6 disabled-veteran business enterprise;
7 (c) Seek out and notify certified disabled-veteran
8 business enterprises of contracting opportunities for such
9 businesses;
10 (d) Track the award of contracts to certified
11 disabled-veteran business enterprises by state agencies,
12 political subdivisions, and other private and public
13 contracting entities; and
14 (e) Coordinate its activities with federal and state
15 agencies and local public and private entities that have an
16 interest in and are involved with promoting disabled-veteran
17 business enterprises.
