11  The Committee on Education Pre-K - 12 (Wilson) recommended the
12  following amendment:
13  
14         Senate Amendment (with title amendment) 
15         On page 7, lines 17-31, delete those lines
16  
17  and insert:  
18         (c)  Parents or teachers may request that a student be
19  retained. Written requests for the retention of a student must
20  good cause exemptions for students from the mandatory
21  retention requirement as described in subparagraphs (b)3. and
22  4. shall be made consistent with the following:
23         1.  Documentation must shall be submitted from the
24  student's teacher to the school principal which that indicates
25  that the retention promotion of the student is appropriate and
26  is based upon the student's academic record. In order to
27  minimize paperwork requirements, such documentation must shall
28  consist only of the existing progress monitoring plan,
29  individual educational plan, if applicable, report card, or
30  student portfolio.
31         2.  The school principal shall review the request and
