  1                      A bill to be entitled

  2         An act relating to workforce innovation;

  3         amending s. 445.007, F.S.; authorizing

  4         designation of a regional workforce board as a

  5         one-stop operator and direct provider of

  6         certain services, subject to approval by the

  7         Governor and the regional designated chief

  8         elected official; providing an effective date.

10  Be It Enacted by the Legislature of the State of Florida:

11  

12         Section 1.  Subsection (5) of section 445.007, Florida

13  Statutes, is amended, present subsections (6) through (8) of

14  that section are redesignated as subsections (7) through (9),

15  respectively, and a new subsection (6) is added to that

16  section, to read:

17         445.007  Regional workforce boards.--

18         (5)  Workforce Florida, Inc., shall implement a

19  training program for the regional workforce boards to

20  familiarize board members with the state's workforce

21  development goals and strategies.

22         (6)  The regional workforce board shall designate all

23  local service providers and may shall not transfer this

24  authority to a third party. In order to exercise independent

25  oversight, The regional workforce board may shall not be

26  designated as a one-stop operator and direct provider of

27  intake, assessment, eligibility determinations, or other

28  direct provider services except training services. Such

29  designation is subject to the approval, by agreement, of the

30  Governor and the designated chief elected official of the

31  region as specified in 29 U.S.C. s. 2832(f)(2).

 3          STATEMENT OF SUBSTANTIAL CHANGES CONTAINED IN
                       COMMITTEE SUBSTITUTE FOR
 4                         Senate Bill 382

 5                                 

 6  The Committee Substitute differs from the original bill as
    filed by permitting regional workforce boards to be direct
 7  providers of certain services, with approval, by an agreement
    of the chief elected official of the region and the Governor,
 8  rather than approval of the board of county commissioners.
