13         Senate Amendment 
14         On page 39, lines 7 through 11, delete those lines
15  
16  and insert:  
17  practices within the watershed and shall require development
18  of recommendations for structural, nonstructural, and
19  operational improvements. Such recommendations shall consider
20  and balance water supply, flood control, estuarine salinity,
21  aquatic habitat, and water quality considerations.
