A bill to be entitled
2An act relating to the state integrated electronic system
3for deploying government products, services, and
4information; amending s. 282.102, F.S.; requiring the
5system to be provided in English and Spanish, at a
6minimum, by a date certain; creating s. 282.1025, F.S.;
7requiring information deployed by an agency on the system
8to be provided in English and Spanish, at a minimum, by a
9date certain; providing an effective date.

11Be It Enacted by the Legislature of the State of Florida:

13     Section 1.  Paragraph (c) is added to subsection (23) of
14section 282.102, Florida Statutes, to read:
15     282.102  Creation of the State Technology Office; powers
16and duties.--There is created a State Technology Office within
17the Department of Management Services. The office shall be a
18separate budget entity, and shall be headed by a Chief
19Information Officer who is appointed by the Governor and is in
20the Senior Management Service. The Chief Information Officer
21shall be an agency head for all purposes. The Department of
22Management Services shall provide administrative support and
23service to the office to the extent requested by the Chief
24Information Officer. The office may adopt policies and
25procedures regarding personnel, procurement, and transactions
26for State Technology Office personnel. The office shall have the
27following powers, duties, and functions:
28     (23)  To provide an integrated electronic system for
29deploying government products, services, and information to
30individuals and businesses.
31     (c)  No later than October 1, 2008, the products, services,
32and information deployed shall be in English and Spanish, at a
33minimum.
34     Section 2.  Section 282.1025, Florida Statutes, is created
35to read:
36     282.1025  Integrated electronic system for deploying
37government products, services, and information; agency
38requirements.--Notwithstanding any law to the contrary, no later
39than October 1, 2010, an agency deploying information to
40individuals and businesses on the state integrated electronic
41system described in s. 282.102(23) shall provide the information
42in English and Spanish, at a minimum.
43     Section 3.  This act shall take effect October 1, 2007.
