12 following amendment:

15 On page 3, between lines 20 and 21,

17 insert:
18 Section 1. Section 381.0402, Florida Statutes, is
19 amended to read:
20 381.0402 Area health education center network.--The
21 department, in cooperation with the state-approved medical
22 schools in this state which form the area health education
23 center network, shall maintain and evaluate organize an area
24 health education center network focused based on earlier
25 medically indigent demonstration projects and shall evaluate
26 the impact of each network on improving access to health
27 services by persons who are medically underserved. The network
28 shall serve as be a catalyst for the primary care training of
29 health professionals by increasing through increased
30 opportunities for training in medically underserved areas,
31 increasing access to primary care services, providing health

1 workforce recruitment, enhancing the quality of health care,
2 and addressing current and emerging public health issues.
3 (1) The department shall contract with medical schools
4 to assist in funding the an area health education center
5 network in a manner that which links the provision of primary
6 care services to medically underserved populations and
7 provides for low-income persons with the education of:
8 (a) Medical students, interns, and residents. The
9 network shall:
10 (a) Be coordinated with and under contract with the
11 state-approved medical schools, which shall be responsible for
12 the clinical training and supervision.
13 1.(b) Divide the state into service areas with the
14 network for each state-approved medical school coordinating
15 the recruitment recruiting, training, and retention of medical
16 students within its assigned area.
17 (c) Use a multidisciplinary approach with appropriate
18 medical supervision.
19 2.(d) Use current community resources such as county
20 health departments, federally funded community or migrant
21 health primary care centers, and or other primary health care
22 providers as community-based sites for training medical
23 students, interns, and residents.
24 3. Use a multidisciplinary approach with appropriate
25 medical supervision.
26 (b) Students in the health care professions. The
27 network shall:
28 1. Facilitate the recruitment, training, and retention
29 of students in the health care professions within service
30 areas.
31 2. Use community resources such as county health

1 departments, federally funded community or migrant health
2 centers, and other primary health care providers as sites for
3 training students in the health care professions.
4 3. Use a multidisciplinary approach with appropriate
5 supervision.
6 (c) Health care providers serving medically
7 underserved populations. The network shall:
8 1. Assist providers in medically underserved areas and
9 other safety-net providers in remaining current in their
10 fields through a variety of community resource initiatives.
11 2. Strengthen the health care safety net in this state
12 by enhancing services and increasing access to care in
13 medically underserved areas.
14 3. Provide other services, such as library and
15 information resources, continuing professional education,
16 technical assistance, and other support services, for
17 providers serving in medically underserved areas.
18 (2) The department shall establish criteria and
19 procedures for quality assurance, performance evaluations,
20 periodic audits, and other appropriate safeguards for the
21 network.
22 (3) The department shall make every effort to ensure
23 assure that the network does participating medical schools do
24 not discriminate among enrollees with respect to age, race,
25 gender sex, or health status. However, the network such
26 schools may target high-risk medically needy population
27 groups.
28 (4) The department may use no more than 1 5 percent of
29 the annual appropriation for administering and evaluating the
30 network.
31 (5) Notwithstanding subsection (4), the department may

1 not use any portion of the annual appropriation to administer
2 and evaluate the network. This subsection expires July 1,
3 2007.

17 of Health maintain and evaluate the network in
18 cooperation with medical schools; providing for
19 expanded purposes and responsibilities of the
20 network; requiring the department to enter
21 contracts concerning funding of certain
22 initiatives of the network; providing
23 requirements governing certain network
24 activities concerning medical students,
25 students in the health care professions, and
26 persons providing health care to medically
27 underserved populations; specifying the
28 percentage of funds that the department may
29 spend to administer and evaluate the network;
