1 A bill to be entitled
2 An act relating to the Florida Teachers Lead
3 Program Stipend; amending s. 1012.71, F.S.;
4 extending the stipend to teachers of
5 prekindergarten students who are funded through
6 the Florida Education Finance Program;
7 providing an effective date.

9 Be It Enacted by the Legislature of the State of Florida:

11 Section 1. Subsections (1) and (6) of section 1012.71,
12 Florida Statutes, are amended to read:
13 1012.71 The Florida Teachers Lead Program Stipend.--
14 (1) Funding for the Florida Teachers Lead Program
15 Stipend shall be as determined by the Legislature in the
16 General Appropriations Act. Funds appropriated for the Florida
17 Teachers Lead Program Stipend are provided to purchase
18 classroom materials and supplies used in the instruction of
19 students in prekindergarten kindergarten through grade 12 of
20 the public school system who are funded through the Florida
21 Education Finance Program. From the funds appropriated, the
22 Commissioner of Education shall calculate an amount for each
23 school district by prorating the total of each school
24 district's share of the total K-12 unweighted FTE student
25 enrollment in prekindergarten through grade 12.
26 (6) For purposes of this section, the term "classroom
27 teacher" includes certified teachers employed on or before
28 September 1 of each year whose full-time job responsibility is
29 the classroom instruction of students in prekindergarten
30 kindergarten through grade 12 who are funded through the
31 Florida Education Finance Program, and full-time media

1 specialists and guidance counselors who serve students in
2 prekindergarten kindergarten through grade 12 who are funded
3 through the Florida Education Finance Program. Only school
4 district personnel employed in these positions are eligible
5 for the classroom materials and supply stipend from funds
6 appropriated to implement the provisions of this section.
7 Section 2. This act shall take effect July 1, 2007.

12 The Committee Substitute limits eligibility for the Teachers
Lead Stipend to certified, full-time classroom teachers, media
13 specialists, and guidance counselors who instruct or serve
students in prekindergarten through grade 12 in programs
14 funded through the Florida Education Finance Program. The bill
also limits expenditure of the stipend to the purchase of
15 classroom materials and supplies for students in programs
funded through the Florida Education Finance Program.
