11 The Committee on Governmental Operations (Wilson) recommended
12 the following amendment:

14 Senate Amendment (with title amendment)
15 Delete everything after the enacting clause
16
17 and insert:
18 Section 1. Section 683.33, Florida Statutes, is
19 created to read:
20 683.33 Three Kings Day.--
21 (1) January 6 of each year is designated as "Three
22 Kings Day."
23 (2) Local governments may annually issue a
24 proclamation commemorating January 6 as "Three Kings Day" and
25 recognize that many residents of the state celebrate the
26 occasion as a time to be with their family and friends, attend
27 services, exchange gifts, and celebrate their cultural
28 heritage.
29 Section 2. This act shall take effect July 1, 2007.

6 A bill to be entitled
7 An act relating to Three Kings Day; creating s.
8 683.33, F.S.; designating January 6 as "Three
9 Kings Day" and authorizing local governments to
10 issue proclamations commemorating the occasion;
11 providing an effective date.

13 WHEREAS, the Hispanic history of this state began in
14 1513 when Ponce de Leon arrived in the land he called La
15 Pascua Florida, and
16 WHEREAS, this Hispanic history of the state was
17 strengthened when, in 1565, Pedro Menendez de Aviles founded
18 San Augustin, or St. Augustine, the first permanent European
19 settlement in what is now the United States, and
20 WHEREAS, Florida was a Spanish colony for almost 300
21 years, except for a 20-year period between 1763 and 1783,
22 until the Adams-Onis Treaty ceded Florida to the United States
23 in 1821, and
24 WHEREAS, Hispanic people have remained in Florida since
25 it was a Spanish colony, and
26 WHEREAS, Hispanic food, traditions, and culture have
27 contributed greatly to the state in the past, and
28 WHEREAS, the Hispanic population of Florida has grown
29 substantially in recent history by immigration and, as a
30 result, the Hispanic population continues to influence the
31 food, traditions, and culture of Florida, and

1 WHEREAS, El Dia de los Reyes, or "Three Kings Day," is
2 a day that has not only religious meaning for many Hispanics
3 but is also a day that has deep cultural roots that encourage
4 extended families and friends to visit each other and enjoy
5 each other's company, to celebrate, and to exchange gifts,
6 NOW, THEREFORE,
