  1                      A bill to be entitled

  2         An act relating to the Florida Retirement

  3         System; creating a commission to study the

  4         costs and benefits of transferring system

  5         members who are employed in mental health

  6         facilities into the Special Risk Class;

  7         providing for commission membership; providing

  8         for travel and per diem; providing for staff;

  9         requiring a report and recommendations;

10         providing an effective date.

12  Be It Enacted by the Legislature of the State of Florida:

13  

14         Section 1.  A study commission consisting of the

15  following members is created to study the costs and benefits

16  of including in the Special Risk Class of the Florida

17  Retirement System members of that system whose place of

18  employment is in a mental health facility. The President of

19  the Senate shall appoint three members, the Speaker of the

20  House of Representatives shall appoint three members, and the

21  Governor shall appoint three members. Appointments must be

22  completed no later than 15 days after the effective date of

23  this act. Members shall elect a chair from their number.

24  Members may not receive compensation for their service on the

25  commission but are eligible to be reimbursed for travel and

26  per diem as are public officers and employees under s.

27  112.061, Florida Statutes. The study commission may not employ

28  staff, but the President of the Senate and the Speaker of the

29  House of Representatives may designate legislative staff

30  having relevant expertise to provide staff services for the

31  commission. The commission shall report its findings and

 1  recommendations to the President of the Senate, the Speaker of

 2  the House of Representatives, and the Governor no later than

 3  January 1, 2008.

 4         Section 2.  This act shall take effect upon becoming a

 5  law.
