  1                      A bill to be entitled

  2         An act relating to motor vehicle registration;

  3         amending s. 320.02, F.S.; revising provisions

  4         relating to a voluntary check-off on motor

  5         vehicle registration and renewal application

  6         forms to distribute funds to the Miami Heart

  7         Research Institute, Inc.; authorizing a

  8         voluntary checkoff on motor vehicle

  9         registration and renewal application forms to

10         distribute $1 to the Children's Hearing Help

11         Fund; providing an effective date.

13  Be It Enacted by the Legislature of the State of Florida:

14  

15         Section 1.  Paragraph (d) of subsection (16) of section

16  320.02, Florida Statutes, is amended, and paragraph (e) is

17  added to that subsection, to read:

18         320.02  Registration required; application for

19  registration; forms.--

21         (d)  The application form for motor vehicle

22  registration shall include language permitting the voluntary

23  contribution of $1 per applicant to stop heart disease. The

24  proceeds shall, to be distributed quarterly by the department

25  to the Miami Heart Research Institute, Inc., doing business as

26  the Florida Heart Research Institute, a corporation not for

27  profit under s. 501(c)(3) of the Internal Revenue Code, to be

28  used by that organization for the purpose of heart disease

29  research, education, and prevention programs.

30         (e)  The application form for motor vehicle

31  registration and renewal registration must include language

 1  permitting a voluntary contribution of $1 per applicant, which

 2  contribution must be distributed to the Children's Hearing

 3  Help Fund to be used for purposes provided for the fund.

 4  

 5  For the purpose of applying the service charge provided in s.

 6  215.20, contributions received under this subsection are not

 7  income of a revenue nature.

 8         Section 2.  This act shall take effect October 1, 2007.

10          STATEMENT OF SUBSTANTIAL CHANGES CONTAINED IN
                       COMMITTEE SUBSTITUTE FOR

13  The Committee Substitute made the following changes to CS/SB
    482:
14  
    Revised provisions relating to the voluntary $1 check-off on
15  motor vehicle registrations distributed to the Florida Heart
    Research Institute, to specify that the contribution is to
16  stop heart disease.

17  Changed the effective date of the bill from July 1, 2007, to
    October 1, 2007.
